At the same time, renewable energy will enter the power system in a large scale and proportion, and gradually become the main body of new power installation, which makes new changes in China's energy structure.
It is clear in the opinions that non fossil energy should be vigorously developed. This year, wind power and photovoltaic power generation accounted for about 11% of the total social electricity consumption, an increase of 1.45 percentage points.

As for nuclear power, the opinions said that it will actively and orderly develop on the premise of ensuring safety.
In addition, we will promote the construction of solar thermal power generation demonstration projects as soon as possible, study and start geothermal power generation demonstration projects in Tibet and other places, orderly promote the development and utilization of biomass energy, and accelerate the demonstration of non grain biofuel ethanol industry such as cellulose.
According to the opinions, in 2021, a new round of national medium and long-term planning for pumped storage will be carried out, the completion and operation of pumped storage power stations such as changlongshan and Huanggou will be accelerated, and the construction of pumped storage power stations such as Taishun and Fengxin will be approved and started.

For the coal industry, the "opinions" put forward that it will further promote the control of total coal consumption, strengthen the management of bulk coal, and promote the clean and efficient utilization of coal.
